This year, the High Ability Learner (HAL) policy has been updated to provide a clearer, more consistent process for identifying and serving students with exceptional abilities and potential.
The identification process will now use a body of evidence rather than relying on a single test or score. Multiple sources of information—including assessment data, student input, teacher observations, and other relevant evidence—help our HAL team better understand each student's strengths, potential, interests, and educational needs. This approach aligns with current Nebraska Department of Education requirements.
We are also clarifying the processes for providing appropriate services, reviewing identification when educational needs change, and allowing families to participate in identification and exit decisions and appeals. These updates are intended to make the process more transparent and ensure that students receive opportunities that match their abilities and needs.
In the classroom, HAL students will continue to be included in the regular learning environment while having opportunities to go further—not simply do more. When students demonstrate mastery, they may be provided opportunities for extension, greater depth or complexity, curriculum compaction, advanced coursework, independent learning, mentorships, or other enrichment.
